Import command missing from File menu

This problem has everyone, including our tech services,
stumped.

I run a Tablet with XP & Office XP.

Problem: There is no Import & Export command displayed on
the File Menu in Outlook 2003 either under Mail or
Contacts.

Office has been re-installed with the Importers option
selected to run from my computer during install. A detect
& repair operation has also been performed. All without
success.

Anyone have any ideas?
