Import CSV data in Excel 2003

I get an error importing CSV data to Excel 2003. In Excel 97 and
Excel 2000 the import works okay, but on Excel 2003 all the empty
lines in the CSV files are missed (not added to the spreadsheet).
Each line in the file is terminated with a LF character (hex 0A),
multiple LF characters are ignored.

Is there any way to overcome this? (e.g. Excel 2003 option).
