Import Csv - does nothing

Hello,

Using Access 2003, it will not import a Text CSV file. The import simply
quits as if canceled. reinstalling office with "Detect and repair errors"
fixes the problem.

The difficulty is, this happens every few weeks, and is kind of annoying.
does anyone have an idea what could be causing access to break?
