Import/Export Cannot be Installed

I cannot get Outlook 2003 File/Import-Export to work - it always comes up
with error msg telling me to reinstall to run from PC but when I re-install
the same thing happens.

I have tried a complete reinstall (choosing the right options) but no
resolution. Any ideas gratefully received.

I ge the feeling that Outlook 2003 SP1 has a lot of bugs (or at least mine
does).
