No. I've never used OE, and it is in no way related to Outlook.
This is a group to support Outlook from the Office group of programs.
Outlook Express is a part of Internet Explorer and is a quite different
program despite its similar name..
You will probably get a faster and more expert answer if you post this to an
outlook express news group.
Try posting in one of these newsgroups:

looks just like the one in the computer. The file is address book.WAB.
I
had to do a restore on my computer and was able to directly reload my
address
book from this file. As I recall, I exported it from the export
function
in
address book.

The Outlook Address Book has never been the interface for data entry
or
import. The Contacts Folder is. Import and Export will always be
inactive
in
the Address Book interface, and always has been.
