import iaf directory service accounts

Does anyone know of a way to automatically import Internet Account Files
(*.iaf), programmatically through script, command line, csharp, vb or other?

Any help would be appreciated.

Forgot to specify,

Outlook 2000 sp3

I am trying to automatically update Directory Service Accounts with new
Account Names and passwords seamless to the users.
