Import Outlook Express emails into Outlook XP

I attempted to import my Outlook Express emails into my newly installed
Outlook XP and I get this error:

"The mail folder could not be opened. If another application is using the
file, please close it and try again."

I don't have the files open at all.

Can you help me figure out where I am going wrong or if I need some special
download from somewhere.

See if opening Outlook Express and use File | Export works.

I opened Outlook Express, directed it to where my mail files are stored, then
closed. I rand the same import process in Outlook and viola - they imported.
