Import Rules from the command line

Hi all,
Is there a way to add a rule from the command line. I am
trying to add a rule for certain users from a script and
can not figure out how to do this. Is there a way? Is
this possible? this rule will be for about 100 users and
i want to be able to script this to add the rule to the
local users by just double clicking on it.
