Import Wizard - Import Mode dialog

I am opening an XML file into MS Project 2007 from another product using
the COM interface method FileOpen. It works fine but I would like to
eliminate the Import Wizard - Import Mode dialog from coming up and
instead have MS Project assume "as a new project." I am setting the
Merge argument in FileOpen to pjDoNotMerge but this does not solve the
problem. It is strange that this dialog comes up since there is no
existing project so there is nothing to merge into or append to. Does
anyone have any thoughts on this matter?
