Import Wizard will not run

When trying to import an Excel file into Access, nothing happens. Help
indicates that this problem is due to SP8 not being installed to Jet 4.0.
Problem is, when I try to install SP8, I get the message that "System has
detected that the SP version of this system is newer than the update you are
applying". This is Sec.Bulletin MS04-014, which supercedes SP8, according to
Microsoft.com. Any ideas as to how to get around this?
