Importing a personal address book (.OAB) into outlook 2003

Is there a way to import a personal address book in .OAB format into outlook
2003? I have a end user that did not use the export feature, and just copied
the .oab file.

That's not a Personal Address Book. That's an Offline Address Book and I
believe it's tied to the Exchange account with which it was created.
