Importing Blank Cells

We have a file that imports and creates records with a one-
to-many relationship. We would like to fill the blanks in
a column with a preceding value. There could be several
blank cells to one value. Does anyone know a formula that
would achieve what we need to do?

You could get it using a formula and help column, there is an easier way.
Select the column, press F5, select special and check Blanks.
type = and press up arrow, finish with ctrl + enter
