Importing .dbx files from CD to Outlook Express

I just got a new laptop. I was using Outlook Express 6 on my old laptop and
am trying to import .dbx files to Outlook Express 6 on my new laptop. When I
use the import wizard, it gives me an error: No messages can be found in this
folder or another application is running that has required the files open.
This is definitely not the case and I have tried everything. Can anyone offer
step-by-step instructions to help? Thank you!

If those groups aren't carried on the news server that's carrying this group
try using msnews.microsoft.com (MS's public news server that's the source
for all the microsoft.public newsgroups).
