Importing from CSV and getting duplicates

I have a CSV file from another program export that I have
tried to import to Outlook. The first import works
well. When I then try to import again because of changes
to original file everything is duplicated. It doesn't
matter if I select replace duplicate, add duplicate or
don't use duplicate. The result is always a duplicate.
Is there something I am missing or a fix that is needed.
Any help would be appreciated
