When I try to open my old outlook.pst file I get an error message that access
is denied and that I don't have permission to open the file. What can I do to
get my old outlook file onto my new computer?

An answer would require that you state how you created, copied, and
transported this file (in detail, including OS and file permission
settings).

Firstly you would'nt want to import it as that can cause problems.
If the file is on a cd/dvd you have to copy it to a suitable location on
your PC, eg Documents folder, then using explorer check the properties of
the file and turn off the read only attribute.
Then within OL, File>Open>Data File..............browse to the location.
You can then either copy data from this to your default set of personal
folders or simply leave it open.
