Importing Paradox tables under Windows XP

Using Access 2000 and Windows XP, I can successfully import Paradox
tables into Access when logged on with Administrator rights. But when
logged in as a regular domain user, I get the error "Unexpected error
from external database driver (11265)." Placing the domain user in
the local Power Users group does not help, he must be in the local
Administrators group. Any ideas?
