No. handwriting recognition engine in OneNote is based
on the engine found in the Windows XP Tablet Edition OS.
It only works on "Ink".
I don't have a scanner to test with, but you *may* be
able to use the OCR features of the Microsoft Office
Dociment Imaging utilities (which ship with Office 2003)
to scan, OCR, then copy/paste into OneNote. Of course
any other scan and OCR solution would work. The accuracy
of OCR'ing scanned handwriting may not be all that good.
I'll see if I can play with that tonight with my scanner
at home.
