Importing text file skips blank rows

Opening a text file in Excel 2003 seems to skip all blank rows. I have a report that I purposely formatted with blank rows that worked just fine in Excel 2000. Now I have to go through and Insert blank rows where they need to be. Is there anyway to turn this feature on/off so I can import/open this report the way I used to?
