In 2-pgs-per sheet, why does picture print on opposite page?

In trying to make a front sheet for a book-fold project, which has some words
plus a picture on it (with the 1st sheet blank & the picture, etc. on the
second sheet), when I print it out, the picture prints on the 1st sheet
instead of on the 2nd sheet with the wording.
How can I fix that?

You didn't mention the Word version you're using. If it's Word 2007 there is a hotfix that may help
