In Excel how do I get brackets for negative numbers?

The Excel 2003 on my computer does not offer the option to use brackets for
negative numbers under the "number" format. It only offers negative numbers
in red, or with a minus sign. I know that under "custom" I can create a new
format but that is only temporary and would have to be set up every time I
open a new document. Does anyone know how to either force Excel to offer me
this option under the number format or how to permanently save a custom
format to avoid having to recreate it every time?

I actually believe this is some type of fault with the software, since the
Excel versions I have used in the past, and indeed the Excel 2003 on my other
computer, offer brackets as an option.
