In Excel, numbers I enter are divided by 100 tho' not % formatted

The cells concerned keep on behaving like this even if I change the cell
formats while the cells are empty from Number to text and back to number. So
if I type 9 in one of these cells, it is stored as 0.09. I can work around by
typing 900 to get a 9, but I don't like doing this and shouldn't have to.
What are Microsoft Excel & I doing wrong?

You have the 'Fixed Decimal' setting turned on. Go to the Tools
menu, choose Options, then the Edit tab. There, uncheck "Fixed
Decimals".
