In frontpage, tool bar, tools, servers is grayed out why?

In frontpage, on the tool bar the tools tab the server is grayed out and wont
operate. Why?

Because you are either on a server that does not have those features
(Apache) or do not have permission to use those features (not a web admin,
just a web author).

Contact your host to get further details (or to get it changed).
