In Hotmail, I cannot attach pictures. It doesn't give the options.

WHen I click on "attachments" it does not give me the option to attach
pictures. Now, when I log on through Internet Explorer anywhere but my home
computer. it will allow that option. What can I do to make this option
available to me at home?
