In MS picture manager, how do I save a file as a different filety.

I open up a BMP file and want to save-as and then save it as a JPG or GIF.
The pulldown for filetype is greyed out. I can only resave the file as BMP.
How can I choose a different type?

See if using File=>Export helps in this case while in
MS Office 2003 Picture Manager.
