In Office 2000 I am unable to find ANY toolbars

I have Ms Office 2000. For some reason 2 days ago my toolbars stopped showing
up. I go to the Help Assiatant to click on a link that will show me and it
says either a security setting within your browser is set to high or teh
Active X control Ouactrl.ocx didn't install correctly.

I downloaded Verion 8 of IE and installed. I lowered the security for a min
and still same errors.

PLEASE help ASAP. I am a instructor and I really need to complete many
things today!!!!
