How do I do this as a template so it does not have to be reconstructed

Create the customised outline, using a ? as a placeholder character,
otherwise OneNote assumes you wanted to end the outline.

Once you have the numbering and indenting as you want it ....

On the Stationery task pane select Select Current Page as Stationery.
Name it so that it's clear it contains a particular outline structure.

Then it is available from the task pane when you need it.
