in PowerPoint, Movies & Sounds are visible, but not accessible

in PP, insert, movies & sounds, the selection of movie from file, etc., is
greyed out and therefore not accessible. What can be done to enable this?

This may sound a little silly but are you in between slides? For instance in
the pane on your left is there a horizontal line blinking in between the
slides, or in Slide sorter view is there a vertical line blinking in between
slides? Just click on a slide and try again.
If there is something wrong with the menu you could also try to reset it,
Tools - customize - select menu bar - click reset - yes.
