This type of question has been asked multiple times in the newsgroup.
Project works in minutes and wasn't really designed to plan specialized
process type activities such as you have. You could pretend that a
second is really a minute but then things fall apart when the dimension
gets to hours because there are of course only 8 hours in a day, not 60.

You can set it to 24 hours which would translate into 24 minutes.
With a calculated field I think you could possibly do this...
