In Project 2003 I cannot Outdent subtasks directly below a summar.

Project 2003 prevents outdenting subtasks directly below a summary task.
I believe this is a Microsoft bug, because Project 2000, and Project 2002,
allows this functionality.

Please fix, and provide a patch for my program
