In-sheet link to open file not working

Excel 2003

I assigned a hyperlink to a graphic within a sheet that is set to open
a file (a PNG picture). It should open it in my default picture viewer
(Irfanview), but instead tries opening it in Internet Explorer.

Why can't the link open a file like normal?
