In Visio, how do I copy an entire page into another document?

I want to take a background page from one document and apply it to many
others. How can do this without having to copy all the information and paste
it on a blank page? This is not good, because I must line everything up with
the items currently on the page, but if it was consistant it would be fine.

You will need to have the source and destination documents open.

the question becomes "it didn't copy, or, it didn't go where you wanted it
to (so that the foreground looked like you desired". The problem with cut
and paste between documents is that the page setup has to be the same
between the two documents as well if you truly want it to be the same. I'd
suggest that you compare the page setup between the two documents for the
background page you are working with.
