In Word 2003 Style Outline Numbering makes number list goto H1?

When I select Outline numbering for H1, H2, H3, etc. It makes the numberlist
icon button change from number default to Heading 1. If H1, H2 H3 are
unnumbered headings, the number list button (format menu) works as expected
and the button gives a number list. The default Number list style works OK
though and gives a number list in either case.

The Numbering button on the Formatting toolbar always applies whatever
number format you most recently applied.
