In Word 2007, Hyperlinks take me to preceding page

I created these hyperlinks by specifying the heading topic name rather than
bookmarks.

Problem: When I verify the hyperlink (Ctrl-Click), the link delivers me to
the preceding page, where a manual page break is.

Short of manually making bookmarks for each destination, how do I get the
hyperlinks to work correctly with the specified heading topic destination,
please?

Don't use manual page breaks. In the style for the header that starts a new
page, include the paragraph formatting "Page Break Before".

The problem is that the manual page break is in the same paragraph as the
heading that follows it. When you create a hyperlink by pointing at the
heading, it automatically inserts a bookmark covering the entire
paragraph -- which includes the manual page break. The hyperlink jumps to
the beginning of the bookmark, which is on the preceding page.

By using Page Break Before in the style definition, the entire heading stays
on the page with its text, so the hyperlink will go there.
