Inability to apply SR-1, SR-2 Office XP

I see over and over again on this list that the only
messages that no one answers have to do with the fact that
NO-ONE can apply Service Pack 1 (and of course, Service
Pack 2 or later) to Office XP. I was able to apply the
Service Packs, at one time, and it finally hit me at 3
a.m. when and why I was able to do so. I first got my
copy of Office XP Pro w/Front Page and Service packs on CD
in Jan. 2003. I installed and was able to apply the
Service Packs at that time. THEN along came Windows
Installer 2.0 upgrade that neatly, and ir-reversibly,
modifies Windows install routines. Suddenly, Office XP SR-
1 suffers an error 1328 each and every time! I even went
so far as to buy a completely new hard drive and try the
install (to prove there had been no previous attempt to
upgrade MS Access), and still got the error!

I'm having the same problem updating with SP1 downloaded
over the internet. I have Office 2002 XP and Publisher XP
2002. The update stops and says a previous update
supersedes SP1 and I should contact my update vendor.
DUH! No updates but Microsoft. Who do I contact?
