Inactive Cross References and File Size Limit

Hello,
I am working on a file for a user manual that is approx 27 MB (this includes
graphics) in Word 2003, XP. It contains numerous cross references to section
titles, figures, and captions. I notice that some of the cross references to
section titles are no longer 'hot' in the document - even when it is
distilled to PDF. The checkbox "insert as hyperlink" was selected when
inserting the reference.
Is this expected behavior and is there a workaround?
