Inactive Resource Now Active

I have a resource that went inactive from AD and was updated correctly in PWA.

The resource is now back at the organization and the AD Synch won't make the
resource active again.

The AD record has been removed/deleted and re-built. This has not fixed the
problem.

I can change the User in PWA to Active and this works till the next AD Synch
which makes him inactive again. There is nothing unusual about the name
(David Smith) and no special characters are being used such as an
apostrophe....

I don't want to delete the user from PWA and let AD recreate them as new as
this will delete the timesheet data and current assignments for this resource.

any ideas?
