Inbox in Outlook 07 doesn't show all messages unless I go to anotherfolder and come back

I'm still having this issue in Outlook 2007 where I hit send/receive,
some messages appear, and then if I go to another folder and come back
to my inbox, then all the messages are there. It's irritating because
someone will come to my desk and say, did you get my email? And it's
been sitting "somewhere" all day, but I didn't go to a different
folder and come back to the inbox, so I never saw it or got a
notification.

There are tons of threads on this issue, but I haven't found any
solutions yet. I've disabled my virus software, followed instructions
from several other threads, but nothing works. The only thing that
seems to work for me is to just use Gmail and import all my mail there
because at least then, as soon as I get a message, I see it and I
don't have to go through some silly process just to be able to view
all the messages in my inbox.

Does anyone have a solution for this?

Just out of curiosity. Do you wait until all the messages or headers are downloaded before you go out of your inbox
