Inbox repair tool cannot repair errors as stops running

My incoming mail cannot arrive. I can see the number of mails trying to
arrive on the server briefly as it tries in the outlook status line. I have
run the scanpst.exe multiple times, on my current .pst and an old smaller
saved .pst file to see if it was the current .pst file or the program. Both
methods freeze and task manager says the Inbox repair tool is not responding
every time. The Inbox repair tool search detected multiple problems on the
files, but cannot repair due to the freeze. My file is not over 2Gb. I have
reloaded Outlook and rerun scanpst.exe. My system is scrubbed for virus/bugs
etc.
I reset my email address in the Outlook tools, I have rebooted multiple time
as well as resetting my connection. The e-mail test is not successful.
Can anyone help?

Update. I created a new .pst and now have a new personal file folder with my
new e-mails. However, I still cannot send emails, they are stuck in the new
outbox. Plus all my old contacts and old e-mail are stuck on my original .pst
and will not send, delete or be manipulated at all...it just gives direction
to run the scanpst.exe again.
