InboxPractice4.pst does not appear in Data Oulook file

Cannot continue the tutorial because InboxPractice4.pst does not appear in
Data Outlook folder. Hitting "Practice" is supposed to open Outlook and
donwload the file to the Data Outlook Folder. A search of the computer does
not fine the file anywhere. Could it be that some program is blocking the
file?
