Include other characters in chapter heading numbers for TOC

Hi,

We are re-creating old documents and need to generate text in addition to
the chapter number for the TOC.

I want to get:
CHAPTER 1. INUNDATION AREAS ........EAP -I-1
CHAPTER 2. FLOODWATCH.......................EAP II-2

I have used Format number/ include chapter number.
But I cannot figure out how to get the "EAP" as part of the chapter number.

Any help would be greatly appreciated! Thanks!
