Include pages and subwebs

I have been using include pages and subwebs on some sites that I author. Can
these two things be made to work without FP Extensions?

Include pages do not require the FP run-time extensions, as they are design-time.

The FP subweb/subsite is a function of the FP extensions, so the extensions are required at all
times.
