Incoming HTML Message Becomes Plain Text

A sender sent a HTML message with 2 attachments in it to 2 users in my
company. User A received the email as HTML message with the attachments
intact. User B received the same email as Plain Text, and the 2 attachments
appear as text string at the bottom of the message. User B has no problem
receiving HTML message or attachments from sender before.
User A and B both running Outlook 2002 on Windows 2000 SP4.
What could be the problem?

Does sender B has an issue with receiving HTML formatted e-mails in genereal
or just from this sender? Test it by sending him/her a HTML formatted e-mail
from your own account.

User B has no issue with receiving HTML emails in general. In fact User B has
received HTML emails with attachments from the same sender after that
incident. Why then would the same email be received differently by the 2
users on that particular day?
