Incompatible Version of the RPC Stub

I have gotten the error # 0x80070725 Incompatible Version of the RPC Stub
during installations. Within microsofts knowledge base article #318943 it
states there is a fix

Thanks Diane, If someone know exactly who to call, I would appreciate any
help.
