inconsistent action for "following paragraph"

Why am I experiencing inconsistent behavior for the "style for following
paragraph" parameter? I have one instance of "Heading 1" which yields a
"Normal" following paragraph when I press the enter key. I have another
instance of "Heading 1" which yields a "Heading 1" following paragraph when I
press the enter key.

Are they both in the same document? Are you pressing Enter at the end of
both paragraphs or in the middle of one?

Both instances are in the same document and both enter key actions are at the
end of each paragraph.

Perhaps tracking was the problem. At first it seemed to make no difference,
but after restarting Word, the issue is gone.
