Inconsistent template behaviour, creating new files in Word 2007..

I have edited my normal.dotm template with certain settings that I want.

1. If I open Word, then select the Office button, then New, then Blank
Document from the list of templates, I get all the settings that I have
edited into normal.dotm just fine. This is what I expect.

2. If I double-click normal.dotm from the personal templates area, this ALSO
gives me a blank new document, with all my normal.dotm settings inherited
just fine. So far, so good - all as expected.

3. However, if I am in an Explorer folder, or just on the Windows desktop,
and right-click to get the context-sensitive menu, then choose New, the
select Microsoft Office Word Document - it does NOT appear to use normal.dotm
- but instead appears to switch to a workgroup normal.dotm sitting in a
workgroups template area on the network.

Why the changed behaviour between this last method (i.e. number 3 above) and
the first 2 (i.e. 1 and 2 above)? How can I change it? I'd like all 3 to be
consistently picking up my local normal.dotm template - where would I edit
the settings to make this right?
