Incorrect order of page element in published web site

When tabbing through the published website index page, the tabbing does not
follow the intended order. In reviewing the actual code, it is in a very
different order than the layers in the layers task pane.

How do I get the page elements/layers reordered so that they are correct
when one is tabbing through the index page on the published website.

Two additional piece of informatin. This is Frontpage 2003 which I have been
using for a long time. The code view show the elements are not in the
correct order. Not wanting to go into the code itself and reorder the page
elements, what is the way using Frontpage. Thanks.
