Incorrect page numbers in TOC Word docs when viewed via Outlook

When opening a Word document as an attachment in an email in Outlook the
table of contents page numbering is incorrect. Often page 1 for everything
or up to page 3, but never more. Even on a 100 page document.
Updating the TOC corrects it but once the document is closed and then
reopened the problem recurs.
Original documents viewed directly from the network or local drives are
fine. As are the same files if they are saved from the email as attachments.
Problem limited to viewing directly from the email. However not all
recipients of the emails are having the problem, only some.

Anybody have an ideas as to the cause? I am using Office 2003 but it is
also effecting 2002 as well.

I have the same problem with Word 2002. I've found a fix for Word 2003, but
it does not work for 2002.
You have to delete the check box for "Allow starting in reading layout" on
General tab in TOOLS> OPTIONS.
