Increase "padding" in row height

I want to increase the vertical space, (top and bottom) between the text and
the top and bottom lines of rows. I know I can set the row height to a fixed
value to make this work, but when I put in text that is to "wrap" and go to
the next line in a single row, the row does not expand, but holds the fixed
height. An example. My font size is 11pt. Typical row height is 14.25. I
want it to be 20. But if I type in 2 lines worth of text, I want the row
height to expand accordingly. i.e., increasing the white space "padding"
above and below the text. Is there a solution for this??

This is a common situation in XL - PC or Mac. Row height only adjusts
automatically (based on font size) if you *haven't* changed the height
manually. Once you set the height yourself you're effectively telling the
program "That's what I want, don't mess with it!" Most of the "automatic"
features work the same way. Once the automatic features do their thing you
can then tweak it to your suit your preference.
