Increase the security level ?

Hi all,
Sorry for troubling you again. I set up a Logon interface for my project
to advice visiting the database without permission. However, I found that if
I make a new project and it can import the database from old one. Beside
converting the file to MDE , anyway to lock the export function ?
One more question is about the security wizard in Tools, if I use it for
setting up the security protection. Any chance that I am able the change the
logon interface ?
