Increase "To" field font size in new mails

I have a user who struggles to see smaller fonts. I have successfully
increased all the Windows and Office fonts to a usable level however I cannot
seem to increase the font size of the "To" "Bcc" and "CC" fields within a new
mail message in Outlook 2003.
Please could anyone advise?

That is a Windows display setting that affects everything--including text
size, not controlled in Outlook. You should also look into Accessibility
Options for help with assisting a visually impaired user.
